For years I have been jokingly telling people that I can not afford to have both pets and children and that I should be able to get a tax break on my pets for all the expenses that I accrue. On July 31, 2009 Representative Thaddeus McCotter (R-MI) proposed the "Humanity and Pets Partnered Through the Years (HAPPY) Act". This act will allow pet owner to deduct up to $3500 from their taxable income expenses for pet care. According to the National Pet Owners Survey in 2007-2008 63 percent of all American households own a pet! The Happy Act finds that "The Human-Animal Bond has been shown to have positive effects upon people's emotional and physical well-being" and anyone who has a pet can testify to that. The Pet Industry Joint Advisory Council is in full support and issued this statement on 5 August, 2009:
"Providing pet owners the opportunity to deduct pet care expenses is an important step toward ensuring that pet owners provide adequate veterinary and other necessary pet care. It encourages responsible pet ownership and will hopefully reduce the abandonment of pets by people struggling as a result of the economic downturn."
